Project Description :
Seeking a Mid-Level Project Manager/Business Analyst who will function as a Project Manager and Business Analyst. The candidate shall have exceptional acumen and experience in project management, along with excellent communication, organization, facilitation, problem=solving and technical writing skills. The candidate will manage several projects, work on developing business cases and report regularly to the project management team office manager. Performance Period: January 6, 2025 or Date of Task Order Award to December 31, 2025, with possibility to receive extension of service depending on business needs, performance and available funding. Performance Location: Client's metro Washington, DC campus.
Qualification Requirements :
• At least seven years’ experience facilitating the requirements planning and management processes according to software development lifecycles (SDLCs) including DevOps, Agile, Lean, Iterative, or Waterfall. • Previous experience managing successful projects from start to finish, particularly those involving technology improvements or upgrades, and those that require cross-group communication and adherence to deadlines. • Experience with presenting business relationships and dependency mappings among entities. • Ability to communicate on both a technical and non-technical level with a wide range of subject matter. • Ability to create and present project documents with proper grammar, spelling, format, and logical information flow. • Ability to foster an inclusive, team environment, and deal with issues constructively as they arise. • Excellent interpersonal skills with colleagues at all levels. • Strong elicitation and facilitation skills. • Strong analytical and conceptual thinking skills • Demonstrated ability to resolve challenging obstacles and complete commitments on time. • Excellent planning, organizational, and time management skills. • Ability to: - Gather critical information from meetings with various stakeholders and producing useful reports. - Document the results of business process reviews. Develop and communicate optimization strategies to team members and management. - Effectively conduct meetings and presentations to share ideas and findings. - Work closely with business clients, technical staff, and management. - Ensure solutions meet business needs and requirements. - Effectively apply and adjust project management principles based upon project objectives ** U.S. citizenship is a requirement for this position. *** Preference will be given to those with an active Public Trust clearance or higher.

Responsibilities :
• Serve as a project consultant for technology focused projects in the role of project manager, project management advisor, or other system specialist roles as requested by ARC management. • Partner with internal business owners, technical team members, and senior management throughout the project/program life cycle to assist and support the design, development, and implementation of effective systems and enhancements. • Act as the intermediary to facilitate a clear understanding among all parties about business assumptions and strategic objectives. • Defines and oversees a list of dependent projects needed to reach the program’s overall goals. • Execute, track, and report on project activities. • Facilitate project proposal and status review meetings to inform senior leaders about portfolio status and emerging requests. • Articulates the program’s strategy and objectives and assess how it will impact an organization. • Assist where necessary with business process redesign to take advantage of the efficiencies offered by automation. • Work with clients to foster best business practices, the appropriate use of automation to provide efficient, cost-effective administrative systems and a continual process improvement approach to ARC systems. • Work closely with ARC staff to establish, revise, and maintain standards and procedures while implementing system projects.
